JUDGMENT判断A company moving into a better office tower does not necessarily mean the company got better. It may mean the better building got cheaper. In Cushman & Wakefield's third-quarter Shenzhen office report, published on September 30, two numbers moved in opposite directions: vacancy across the city's Grade A stock fell 0.8 percentage points to 28.3 percent, while average rent kept sliding to 142.2 yuan per square metre per month. The sentence that stitches those two facts together sits further down the same report: roughly 26 percent of leased area this quarter came from "upgrade relocations" — tenants moving out of non-Grade A buildings and into Grade A ones.
FACT事实The other city's table has the same shape. Xinhua Finance reported Cushman & Wakefield's Shanghai third-quarter figures on September 24: no new project was delivered, vacancy fell 1.5 percentage points to 20.9 percent, net absorption reached about 318,000 square metres, up 36.3 percent from the first quarter — while average transacted rent fell to 192.3 yuan per square metre per month, down another 1.5 percent on the quarter. The demand mix rhymes too. In Shanghai, technology, media and telecoms took 32.7 percent of leased area, a recent high; in Shenzhen, 37.4 percent, with artificial intelligence, semiconductors and consumer electronics together making up more than sixty percent of that. Supply has not stopped either: Shanghai expects seven completions in the fourth quarter adding about 515,000 square metres, bringing full-year new supply to 939,000 square metres. The same week supplied a human counterweight. Per the Ministry of Transport, cross-regional passenger trips on October 1 reached 329.495 million, down 1.9 percent year on year, with road travel down 2.8 percent and rail up 9.0 percent. People were moving; there were not more of them than last year.
SPECULATION推演Net absorption is a net figure. It books the lease signed in the Grade A tower as a positive and cancels the lease surrendered in the non-Grade A one against the same total; a single relocation leaves only its remainder in the system. A better city-level number does not mean the city gained one more occupied room. The new name on the lobby directory was, more often than not, still hanging on the lift index board of another building two kilometres away a moment earlier. Yang Wei, head of project consultancy and agency at Cushman & Wakefield South China, puts the cause plainly: the price gap between the two classes of building keeps narrowing, and combined with the quality difference, firms are willing to move. Put another way: it is not that tenants agreed to pay more; it is that the better floor agreed to take less. That is a temporary window opened on the price gradient. Once landlords of non-Grade A stock pull their rents up to the same level, the window closes. The number explains why this quarter looks good. It does not say who arrives next quarter.
OPINION观点Keep watching vacancy, but do not let it travel alone. Swap it for three metrics that read worse. First, net absorption once upgrade relocations are stripped out — that remainder is genuine new demand. Second, the gap between Grade A and non-Grade A vacancy rates — the narrowing spread is the fuel for this migration, and once the two curves converge the explanation runs out. Third, the rent-free period written into new leases — when landlords would rather give months than cut the rate, price has probably bottomed. A surrender and a signing happen on the same day; the city press release prints only one of them. Next time you read "office vacancy falls in city X," turn to the rent line in the same table. Two numbers moving the same way is a recovery. Two numbers moving apart is just moving house.
